Cleanup package Dockerfile

For ages, the Brane (internal) package file has been muddied with leftovers from deprecated behaviour. In particular, it still installs fuse in order to mount JuiceFS, but this hasn't been necessary for well over two years if I'm not mistaken.

While at it, we should also update the dependency to some more recent Ubuntu version, maybe.
