Step: Define Run Format and Calculate Volumes (NovaSeq X)

Description:

When an express sample required a top-up due to low coverage, it was decided to start adjusting the reads (by adding more) to sequence for express samples based on their priority. This adjustment will hopefully increase the crucial likelihood that express samples can be delivered on time.

Suggestion: Modify the Adjust missing reads script to include a specific adjustment of samples where "priority" = express. Do we need new cli flags? Perhaps the reads to add to the sample should have a flag as this might change in the future

@AnnaZetterlund, me and @EmiliaRegazzoni discussed and agreed that around 100M more reads could be justified. Do you have any thoughts?

When we plan reads to sequence, we should be using the adjusted reads in this case since we expect it to actually reach it... or what do you think?

sounds good, lets add 100 M reads for express WGS. And use the adjusted reads!
