"History stored after.." filter doesn't work

Describe the bug
A data that is stored at before the date and time that specified in "History stored after..." filter is displayed in history events.

6.24.7

To Reproduce
When I access the following URL, A data that is stored at 2023-09-23 18:08:36 is displayed in the history events of whisperity/monomux: feat-build/generated-communication-layer run.

Expected behaviour
