"History stored before.." filter doesn't work

Describe the bug
A run that includes a data that is stored at after the date and time that specified in "History stored before..." filter is not displayed.

To Reproduce
When I access the following URL, "whisperity/monomux: feat-build/generated-communication-layer" run that includes a data that is stored at 2023-09-23 18:08:36 is not displayed.

Expected behaviour
A data that is stored at before the date and time that specified in "History stored before..." filter is displayed in history events.
