Full block execution on the parallel-executor

For now, there is only the scheduler for block production that exists inside of the parallel-executor module but this scheduler should be part of the bigger execution flow with other parts described in other issues.

We need to create high level functions similar to the ones that we currently have in the executor for the production and perform some preliminary tasks before running the scheduler such as :

• Managing DA informations
• Others things to list here (can take inspiration to list them from the PoC version available in branch opti_full_flow)
