発生した現象
レジストリのトークン登録画面で、ユーザー名を入れずにトークンだけを入れているユーザーがいると、そのユーザーが所属するテナントに別のレジストリを登録する際にエラーが起きる。

その他の情報
下の部分のバリデーションチェックが原因か。
