With #2626 we're filtering files that have non UTF-8 characters. This ticket is to show them in the UI, but disable all links to them. I doubt we'll be able to generate valid links for any of them as rails routes also require UTF-8 characters.

So this ticket is to show them in the UI without any links and even perhaps extra styling to indicate their somehow incorrect. (like red backgrounds for those particular rows for example).
