Fabric has proposed the idea to have a universal inbox contract. The discussion is still ongoing, but basically the idea is having a common place to publish blobs and as much as possible happens on the derivation pipeline. That contract does minimal checks(URC preconditions) and L2 nodes on their derivation pipeline have to check who the right proposer was.
It is still too early to implement this, so for now this issue is just for tracking the discussion-
