Get "hscp_filter_2" to display 'Unavailable' if no HSCPs

Currently an HSCP name gets displayed here and greyed out, even when there is no HSCP-level data. I've tried to change this, but failed. Alternatively: could "hscp_filter_2" and the IZ and Locality filters only get shown if IZ or Locality data are available? I've done this for police divisions, as they're only available for the mental health profile, and only then for a few indicators.
