how can i make a bot see who moves member from vcs

when i try to do this it work but if i moved a member and he moved by himself after it
the bot still says that i moved him till he left vcs

You will want to ignore audit log entries over a certain age to prevent false positives such as the one you mention.
Audit log entries have a created_at attribute which you can compare to / subtract from the current time to do so.
