The issue
I listen to a lot of Demoscene and video game music radio, such as Nectarine, CGM, and Kohina.
These stations generally play music that will never be recorded into databases such as MusicBrainz, station jingles, and also have very messy artist and track names. I also like my scrobbles to reflect the music I listen to with intent, rather than random stuff from a stream.
In short, I find these undesirable to scrobble.
It's a bit annoying to have to disable the scrobble function every time I want to listen to an online radio, just to keep my ListenBrainz history to local files in my own collection.
(Gosh, I know, so nitpicky!)
Proposed solution
A toggle in the scrobble settings page that disables scrobbling from online sources.
If disabled, does not scrobble from any web sources.

An alternative could be a toggle to not scrobble radios specifically, whichever is easier.

Additional context
To maintain the current default behaviour, and if one of these toggles are implemented, they should remain on by default.
Just moved to this as my main music player, it's absolutely fantastic. Simple, clean, and so snappy. Thank you for making Tauon!

I can imagine someone have your use case and ALSO listen to a radio station they DO want to scrobble, so the question is if it wouldn't be better for this to be a per-Radio-station setting.
One could have a "local" library be a personal Jellyfin instance, for example, so plain out disabling both online sources that'd include radio would be unwelcome I think.
Your alternative solution of having a global "Scrobble radio streams" in the Function menu seems like a reasonable solution to start with, and would probably cover most use cases.
