CHORE: Upgrade PalomaUSD from server minting to CW contract balance and top-up request

Acceptance Criteria

  1. Remove minting
  2. Transfer admin of the PalomaUSD denom to paloma18xrvj2ffxygkmtqwf3tr6fjqk3w0dgg7m6ucwx
  3. Create mailgun email alert when PalomaUSD CW balance is below $1,000 or transaction is greater than available balance
  4. Test to ensure that PalomaUSD functions for Paloma Buy/Sell
  5. Check whether we can migrate PUSD manager so that we can transfer admin permission to the ledger wallet and update the PUSD manager logic. It will make least side effects and require the least modification
