Description
Some of the agents we get from azure devops when running windows-latest (2022) does not have .net 9.0.200
I also reported it for 9.0.102 #11463
And other .net update.
Could you this time also focus on the root problem instead of just closing it once all agent are running the correct version?

Expected behavior
I expect that all agent run the version on the wiki page or a new version.
Actual behavior
We get the version list on the wiki page or older versions
Repro steps
Create a pipeline that need .net 9.0.200
Run it until you get an agent with version '20250209.1.0'
