Configuration export is missing the config tag field.

Describe the bug
在控制台执行配置导出操作时，配置中的config_tag字段未被一同导出。这会导致在使用导出的配置文件进行导入操作时，configs_tag信息丢失。
When exporting configurations on the console, the config_tag of the configuration is not exported together. When importing using the exported configuration file for import, the configs_tag is lost.

配置台的配置如图所示： 可以看到有configs_tag字段
The configuration of the configuration console is as shown in the figure: it can be seen that there is a configs_tag field.

导出后的元数据如图所示： configs_tag字段丢失
The exported metadata is as shown in the figure: the configs_tag field is missing.

现在新旧版本的导出都存在这个问题，PR里只对新版本导出导入做了处理，旧版本没改，导入的时候会自动判断是新版本文件还是旧版本，不会影响旧版本的导入导出

是的，在将合并了该 PR 后的新版本所导出的文件，导入到老版本的Nacos时，不会报错，只是老版本会忽略新增的这个tag字段
