In order to make sign up and sign in as seamless as possible, we need a flow which allows verification outside of creating a password. This means a "magic code" which can be sent via email, and then verified.

Linked PR does the code for DBB and SES for magic codes and assumes some AWS setup has been completed. Next steps are for terraforming the needed roles.
