Entra Id report should list conditional access policies in a specific order based on State

💡 Summary

Currently the Entra Id baseline report shows a table of the conditional access policies in the tenant at the bottom of the page for reference. The policies are currently displayed in random order which makes it challenging to review, particularly when there are a lot of policies. It makes more sense to display the policies in the following order:

1. Policies with a State of On - These are the policies that are currently being enforced and therefore it makes sense to review these first.
2. Policies with a State of Report-only - These policies will fire but do not actually get "enforced".
3. Policies with a State of Off - These policies are not being applied so they matter the least.

Motivation and context

By showing the policies that are On first, it helps the sys admin that is reviewing the report focus their attention policies that are actually being enforced.

Implementation notes

• Change the order of the conditional access policies per the description in the summary above.

Acceptance criteria

• Conditional access policies are displayed in the order above.
