Known bugs

• Validator power not correctly updated when decreased but not unbonded #1567
• Cliff validator persists with fewer than maximum validators #1519
• Validators updated to zero power should be unbonded (deleted from the power store) #1513
• Only revoked validators should be able to unrevoke themselves #1510

User reports

• Consensus failure on gaia-6002 #1496
• Bonding Failure - Cannot create any new validator on testnet as of block height 635221 #1484
• Unable to unrevoke a validator #1466
• Unbond steaks without losing voting power #1457
• Keep increasing gas amount every time when unrevoke #1435
• Can't unrevoke a validator with only 1steak #1431
• Unable to use a new account key for validator #1437 (turns out this was unrelated)
• Slashed 100%? #1433
• Validator cannot unrevoke after getting slashed/unbonded #1428
• Validator cannot be unrevoke and return with not related error message #1427
• Can't Unrevoke Sync'd Validator, Appears as Voting in Explorer #1407

Inconsistencies

• Define what happens if a 1 atom validator get slashed #1306
