[4.x]: Missing UK State

What happened?

Description

I've been informed by my client that the UK is missing a state 'Aberdeenshire'. I questioned this with Commerce Guys on the following commerceguys/addressing#226 (comment)

Is this something you guys are able to add? Alternatively, is it possible for me to include this as an option on the site via a custom module using an event?

Hi @iamtompickering

Thank you for raising the issue. I transferred this to the cms repository as that is where the subdivision list is stored.

I have created a PR to add these.

If you do have an immediate need for these or other extra subdivisions, there is information on how to do that here: #16832 (comment)
