Installing still repeating some steps despite setting flags and following a fix

I have tried this solution - #754 (comment)
and followed the flag setting recommendations in the install instructions.

when I start SD it repeat installs ""Successfully installed accelerate-0.19.0 fastapi-0.94.1 gitpython-3.1.31 transformers-4.29.2""
despite changing flags as recommended.

and then takes ages before it reaches the point that I can access it with the browser.

any further tips on addressing this?
