Add the ability to create ad hoc controls (unsaved) to a dashboard

Describe a specific use case for the feature:
Similar to #220270, as a user to do more data exploration, you are sometimes stuck with predefined controls created by dashboard author. As a user, I would like to build a control quickly and very similar to KQL's filter pills
