Following AllCoreDevs discussions regarding scope definition for hard forks, I believe we should incorporate EIP-centric options/querying ala gteHardFork.

I need some time to think about the specifics but wanted to raise the concern here.

That sounds like a great idea, please post early-on some API suggestions if you continue to think about that and have something in your mind, eager to follow the thought process.
