feat(jest-cli): export buildArgv #12456

Summary

People need a function to get the argv of runCLI,so we should export buildArgv to help that，ref #12456

And then, we can use this way to run jest programmatically with ts support

import { runCLI, buildArgv} from 'jest'

  const jestArgv = await buildArgv(process.argv)
  runCLI(
    jestArgv,
    [cwd]
  )
