Update JS dependencies (#24815)

- Update all JS dependencies
- Remove `@vue/compiler-sfc` as per [this
notice](https://github.com/vuejs/core/tree/main/packages/compiler-sfc#vuecompiler-sfc),
still builds as normal
- Tested build and text/image copy
