Description

Steps:

1. Set up a repository
2. Add a "Gitea" webhook (I use webhook.site for testing)
   • Set "Trigger On" to "All Events"
3. Create an issue
   • Webhook event with action "opened" is sent
4. Delete created issue
   • No webhook events are sent
