Incorrect "File a bug" link

Details

The "File a bug" link on https://registry.terraform.io/providers/hashicorp/google/latest/docs#features-and-bug-requests goes to a blank issue template, and greatly increases the likelihood that an issue is filed without the correct labels and sections (like Affected Resource(s)).

The link should probably use our Bug template instead.
