chore(deps): bump tough-cookie and mongodb-runner

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [mongodb-runner](https://github.com/mongodb-js/devtools-shared). These dependencies need to be updated together.
