Remove monitoring component

Description
After monitoring got deprecated and waiting time is over it is time to remove it, see #16306

Criterias:

• kyma repo cleanup
  • delete resources folder
  • remove component from all component lists
• 3party repo cleanup
  • remove folder/module in third-party-image repo
  • remove prow jobs
• Surroundings
  • remove/adjust docu
  • Prepare release notes and migration script (CRDs must be kept!, pv should be wiped out)
  • keep the tutorial and links to the tutorial
  • verify tutorial once more
• Tests
  • remove manual test cases
  • verify periodic jobs for healthyness
  • remove affected fast integration tests
