Experimenting with Discussions

We are experimenting with using GitHub Discussions to talk about upcoming Mongoid, Ruby driver and bson-ruby work. The discussions have been enabled on all three repositories.

In addition to Jira, discussions are now possible on GitHub. The Jira option remains, if you prefer to create a Jira ticket please feel free to do so.

Unlike Jira tickets, GitHub Discussions could be more generic and not tied to a specific change (such as what change to make exactly is not yet decided).
