I've one empty project into my local OBS server.
Just copied meta from another locked project and saved.
Can't unlock it
curl -X 'POST' 'https://server/source/{project_name}/....

no packages defined -- same result from osc: osc -A https://server/ unlock {project_name} -m rebuild Server returned an error: HTTP Error 400: Bad Request no packages defined -- unlock from web: (i) There has been an internal error. Please try again.
