These should be injected into the dependencies (not locked) when vulcan develop is run. This is intended to be used for dependencies like pytest or flake8 or mypy.

Playing around with this, I can't make it work in a way I'm happy with at the moment. However, #14 will make this very easy. So I will wait unti that pip is released and support here is merged, then implement dev-dependencies on top of that
