Continuation of https://github.com/owncloud/client/pull/9482/files#r821509212.

Currently, folder synchronization is disabled while the wizard is shown. This behavior has been preserved in the new wizard (#9482). We are not sure why this has been implemented in the first place, and want to check whether it is needed in the future once the wizard has been merged.
