cali-POSTROUTING chain is created ,but not appeared in iptables POSTROUTING chain

in my environment, calico v3.28.3, cali-POSTROUTING chain is created ,but not appeared in iptables POSTROUTING chain，all the pods in the cluster can not reach the outside world.
