Add write permissions in actions

Can be manually set in:

Settings > Actions > General > Workflow permissions > Check "Read and write permissions"

I wonder: Is setting permissions: write-all in the jobs really a substitute to setting workflow permissions in the repository? I was under the impression that these are 2 separate things, and the only way to affect Read and write permissions in the repository is through the settings.
