Would be nice to have some local development support. Actually drilbur and smeargle already can be used without docker. ralts only has the docker dependency because of using redis containername as a DNS name. By inserting an ENV Variable like IS_DOCKER, we could vary in the use of URLs that are used for connecting said services.
