Make more obvious that sync Pull Request Page Does nothing if not signed

We should try to make it more obvious that the sync pull request page does nothing unless the page is signed. One idea is to put the sync pull request page on the same page as the Sign CLA page and only show the synch form if the user has signed the CLA.
