The option to "Save annotations to new PDF" is missing from File and right-click menus

If I have made annotations and choose to close, I'm prompted (as I would expect) with the following:

But the File and right-click menus don't have this option:

Is there some reason these other two places don't have the option to "Save annotations to new PDF"?

On the main file menu you can "save as" and it will reopen (swapped in) for more edits leaving original untouched.
As for the right click (without checking history) I am "guessing" just avoiding adding too many entries,
(the option is there in the annotations dialog)

or an oversight?
