CHANGES and ENHANCEMENTS:

added command line option --debug-wf-cache: normally only catalog phases are cached, since they are going to be re-used. With this option all waveforms are cached, also temporarily ones (e.g. theoretical phases) and makes debugging much faster. After the debug is finished, the cache folder should be deleted
Automatic and theoretical phases without a good SNR are dropped from the relocated origin: This is done only after the pick time has been fixed using cross-correlation results
improved responsiveness of scrtdd relocator within scolv: check that scrtdd is running before waiting for a relcoation message
cross-correlation logs improvements: when logging the results of cross-correlation sort results by station distance. Also log the average lag among all cross-correlation pairs.
