UBUNTU: [Config] oracle: Add CONFIG_NOUVEAU_LEGACY_CTX_SUPPORT=y

New upstream option which allows to turn off some legacy support in the
nouveau driver and defaults to be turned on. This came to Bionic via
upstream stable patchset 2019-08-02. Add this with the default to the
oracle config.
