Additional Account Unlocked Email Is Triggered At the AskPaswword Flow Completion in IS 7.0.0.96

Description

With the fix done for the #21816, in the ask password flow, the user's account state will be changed to unlocked when the user set the password. With this change, an additional you account unlocked email is triggering to the user. This email did not triggered before update level 96.

Steps to Reproduce

1. Get WSO2 IS 7.0.0 pack and update to the 96 or latest level.
2. Create a user with askPassword flow in simc2
3. Set the user's password with the email link received to the user.
4. Once the user set the password, User Account Unlocked will be received.
5. This email did not received before the fix Ask Password flow doesn't work if Enable Account Lock On Creation is toggled off due to account state remaining PENDING_AP #21816,
