Update scipy

Issue

scipy version 1.13.1 no longer compiles on newer clang; see scipy/scipy#21069

Bumping the version seems to work.

FYI, can't install via uv tool install aider-chat on macosx due to this - not sure there's any way to get around that until a new release is made bumping scipy

The change is available in the main branch. You can get it by installing the latest version from github:

aider --install-main-branch

# or...

python -m pip install --upgrade --upgrade-strategy only-if-needed git+https://github.com/Aider-AI/aider.git
