Server Bug: error with cyberchef image

What happened?

I have always this error with this cyberchef image: https://github.com/gchq/CyberChef/pkgs/container/cyberchef

Thanks for the issue. It looks like that image's manifest isn't following best practices as specified by the OCI specification. My guess is that it's due to it using (what looks to be) a deprecated GitHub action for building the image. I've created a PR with a suggested fix here: gchq/CyberChef#2055.

As the action used doesn't seem to be all that widespread, I'm leaning on continuing to be strict about the spec. If this ends up being an issue with more images, or if the PR doesn't make it, I'll try to see if we can be less strict without it causing any issues.
