Describe the bug

While waiting for new powers to develop, certain powers have not attempted to be developed and so far Astral Projection has turned up 'Invalid Recipe'.

Steps to reproduce

1: Make a player
2: Reach metphysics 10
3: Reach full Insight for Clairsentience and Teleportation
4: Raise each unlocked skill to 10-13 to unlock the next available upgrade
5: Witness a lack of certain unlocks and bugged Astral Projection recipe.

Expected behavior

Expected to unlock several Teleportation powers related to item and ally displacement by attunement, as well as ability to learn astral projection.

The game version there says 0.H. Are you playing Stable? Astral Projection was added in #73128, after the 0.H split (which occurred in January of 2024 IIRC). Most of the item-moving Teleporter powers were also added later.
