[Bug]: Workspace reappears in toolbar after restart even when removed

Bug Summary

After updating to version 12, when I remove the workspace from the toolbar, it reappears after restarting the browser.

Reproduction Steps

1. Launch the Floorp
2. Remove "New Workspace" from the toolbar
3. Restart the browser
4. "New Workspace" is still present in the toolbar

Expected Behavior

"New Workspace" should be removed from the toolbar

Actual Behavior

"New Workspace" is not removed from the toolbar and reappears
