Flash Storage

Was trying to set up the config task and ended up looking into this. Sounds like we need to install SPIFFS to be able to do this. See the following link: https://docs.espressif.com/projects/esp-idf/en/v4.2/esp32/api-reference/storage/spiffs.html

There is a faster version of spiffs called littlefs. The library is supported by PlatformIO and should provide significant improvements to the speed of access of files as outlined in this post. RIOT-OS/RIOT#8316
I am currently setting up the system with spiffs because it is currently easier to implement. I intend to migrate to littlefs if there is time.

@bazins it looks like a lot of the spiffs work has been done on the BSM branch. Can we get that work pushed to dev so I can branch off of it?

It should be in the dev branch already. the functions are in the spiffs.cpp file and the only other references to it should be in startup.cpp where the filesystem is initialized. Let me know if it still isn't there.
