Jest minor version bump results in @jbrowse/cli tests failing

Performing a yarn upgrade which updates minor and patch dependencies produces an error with the CLI tests

Update from jest 29.3.1 to 29.4.0 essentially

    TypeError: Cannot read properties of undefined (reading 'bind')
