This pull request changes the compat entry for the SpecialFunctions package from 0.1, 0.2, 0.3, 0.4, 0.5, 0.6, 0.7, 0.8, 0.9 to 0.1, 0.2, 0.3, 0.4, 0.5, 0.6, 0.7, 0.8, 0.9, 0.10.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

It's just the SIMD tests that are failing which is unrelated to the SpecialFunctions. We should probably disable at least the pow SIMD tests unless someone volunteers to make them more stable.
