When the SBOM asset upload step was created, the release pipeline was triggered via a tag push event, whereas now a GH release is manually created via the GH UI and then the workflow is started through a GHA workflow dispatch event, which takes input metadata `official` and `version`. We adapt the step so that the SBOM upload runs in two cases: 1. Official release, in which case tag and GH release are assumed to exist -- fair assumption according to the currently in use [checklist][1]; 2. `nightly` release; this is triggered via a scheduled workflow and a tag + GH release is [guaranteed to exist][2].
