Description
A ray cluster's NodeManagerAddress and MetricsExportPort provide scrape-able prometheus metrics which could be integrated within raydar's visualization capabilities. This would allow users to bypass further graphana setup when trying to view cluster metrics. Write the following:
- A perspective table for prometheus metrics on ray
- A parser for the prometheus metrics available within a ray cluster
- A standard view for a dashboard which uses those scraped metrics
