Merge qubit and fermion config recovery

Modifies existing functions for configuration recovery written for fermionic system to work for qubit systems where the total number of particles in conserved (hamming weight of the full bitstring).

It may be a good starting point to think about how to implement the full configuration recovery step in a way that's more configurable to a variety of constraints
