This makes the water more consistent in all pre-installed levels, as well as fixing many other issues with these levels (softlocks, inconsistent tiles, etc.) in order to prepare for the next release

I am going to merge this PR pretty soon, this PR aims to fix many things in the preset levels (see commit for more details.)
